The MEP Manager is our Developers' in-house design authority for all mechanical, electrical, plumbing and public health engineering across the company's high-rise residential and commercial portfolio.

This is a design and delivery engineering role, not a building maintenance role. The post holder is expected to personally produce, direct and formally sign off the full MEP design for multi-story developments, electrical distribution and bulk power supply, HVAC, plumbing and drainage, fire protection, vertical transportation and building services integration and then carry that design through procurement, installation, testing, commissioning and handover.

The role directly supports our self-delivery construction model: it removes dependence on external MEP consultants and main contractors, gives the company full technical ownership of MEP scope, and enables direct supply of MEP materials and equipment to labor-only subcontractors.

MEP Design Authority

  • Full building services design. Produce, direct and approve concept, schematic and detailed design for all MEP systems on high-rise residential and commercial buildings, including all calculations, schematics, layouts, riser diagrams, schedules and specifications.
  • HVAC design. Heat load and cooling load calculations; selection and sizing of chilled water, VRF/VRV, split and packaged systems; central plant, pump and pipework sizing; ductwork design and air distribution; ventilation and fresh air strategy; stairwell and lift lobby pressurization; smoke extraction and control; kitchen and car park ventilation; indoor air quality and energy efficiency.
  • Electrical design. Load schedules and diversity assessment; LV distribution, sub-mains and final circuits; lighting and lux level design; small power; earthing, bonding and lightning protection; power factor correction; standby generation and UPS; changeover and synchronization; life-safety and emergency power systems.
  • Bulk power supply. Design and delivery of HV/MV intake, ring main units, substations and transformer sizing; protection and metering strategy; utility coordination and approvals with ECG; capacity planning for phased and multi-tower developments.
  • Plumbing and public health. Domestic cold and hot water systems; pressure zoning, boosting and break-tank arrangements for high-rise distribution; soil, waste and vent stack design; storm water and rainwater systems; sewage lifting and treatment; water storage, filtration and treatment; irrigation and pool services.
  • Fire protection. Detection and alarm systems; sprinkler, hydrant, hose reel and dry/wet riser design; fire pumps and static storage; suppression to plant and electrical rooms; compliance with Ghana National Fire Service requirements and applicable NFPA/BS standards.
  • Vertical transportation. Lift and escalator traffic analysis and sizing; specification of lifts, shafts, pits, overruns, machine rooms and power supply; tender evaluation and technical negotiation with specialist lift suppliers; supervision of installation and commissioning.
  • Extra-low voltage and building systems. BMS, data and telecoms, CCTV, access control, intercom, public address, TV distribution and solar PV / renewable systems.
  • Spatial coordination. Plan and defend the space allocated to MEP — plant rooms, riser locations, ceiling voids, substation and generator rooms, tank rooms — and run full clash detection and coordination against architectural and structural design before construction.
  • Statutory compliance and approvals. Ensure all designs comply with the Ghana Building Code and applicable international standards, and secure the necessary approvals from ECG, GWCL, Ghana National Fire Service, EPA and the relevant District/Municipal Assembly.
  • Consultant oversight. Where an external consultant is engaged, act as the client's technical authority, set the brief, interrogate and formally approve their design, and hold them to program and standard.

2.2 Procurement and Self-Delivery Support

  • Produce complete MEP specifications, bills of quantities, material take-offs and equipment schedules to allow us to procure all MEP materials and plant directly.
  • Technically evaluate suppliers, manufacturers and equipment options; review and approve all shop drawings, technical submittals and material samples.
  • Technically they select and manage labor-only MEP subcontractors; define their scope, method and quality requirements.
  • Identify and manage long-lead items, chillers, lifts, transformers, switchgear, generators, pumps and integrate their lead times into the procurement and construction program.
  • Support the warehouse and inventory function on MEP material classification, stock levels, storage requirements and issue control to site.

2.3 Site Delivery, Quality and Commissioning

  • Supervise all MEP installations across the portfolio; ensure work is executed strictly to the approved design, specification and applicable codes.
  • Establish and enforce inspection and test plans, method statements, quality checklists and snagging procedures for every MEP trade.
  • Direct all testing and commissioning, insulation and continuity testing, load testing, pressure and flow testing, balancing, integrated system and fire alarm cause-and-effect testing.
  • Deliver complete handover documentation: as-built drawings, O&M manuals, warranties, test certificates, statutory certificates and training of the facilities management team.
  • Enforce MEP-related health and safety standards on site, with regard to electrical safety, working at height and confined spaces.

2.4 Cost, Program and Reporting

  • Prepare and control MEP budgets; assess and value labor-only subcontractor works; evaluate and price variations.
  • Own the MEP element of the master program, including design deliverable dates, procurement milestones and installation sequencing.
  • Provide monthly written reporting to the Head of Construction on MEP design status, procurement, installation progress, cost position, risks and mitigation.
  • Drive value engineering and whole-life cost decisions across MEP without compromising performance or compliance.

2.5 Leadership and Capability Building

  • Build, structure and lead Goldkey's in-house MEP function, including recruitment and development of engineers, supervisors and technicians.
  • Establish MEP design standards, specification libraries, drawing standards and approved equipment schedules for company-wide use.
  • Mentor junior engineering staff and raise overall technical capability within the Construction Department.

Essential — Academic and Professional

  • Degree in engineering. BSc / BEng (minimum) in Mechanical Engineering or Electrical Engineering from a recognized university. Dual competence across both mechanical and electrical disciplines is required; a second degree, postgraduate qualification or formal certification in the complementary discipline is expected.
  • Postgraduate qualification (strong advantage). MSc / MEng in Building Services Engineering, HVAC Engineering, Electrical Power Systems or equivalent.
  • Professional registration. Registered Professional Engineer with the Ghana Institution of Engineering (GhIE) / Engineering Council Ghana, or equivalent international chartered status - CEng (CIBSE, IMechE, IET), PE, or PrEng (ECSA) — with the ability and commitment to obtain Ghanaian registration.
  • HVAC design qualification. Formal, certified HVAC design credential — ASHRAE certification (e.g. Certified HVAC Designer, Building Energy Assessment Professional), CIBSE building services accreditation, or equivalent recognized HVAC design training. Demonstrated ability to perform and defend heat load, psychrometric, duct and pipe sizing calculations personally.
  • Electrical power design competence. Formal training and demonstrable competence in HV/MV and LV power system design, substation and transformer sizing, protection coordination and standby generation.
  • Fire and life safety. Working competence in fire detection and suppression design to NFPA and/or BS standards.

3.2 Essential — Experience

  • Minimum 12–15 years' post-qualification MEP engineering experience, in a design and delivery capacity.
  • Minimum 8 years on high-rise buildings (8 storeys and above), covering both residential and commercial developments.
  • A verifiable portfolio of completed high-rise projects on which the candidate personally led or produced the full MEP design — drawings, calculations and specifications to be presented and defended at interview.
  • At least two projects taken end-to-end from concept design through detailed design, procurement, installation, commissioning and handover.
  • Demonstrated experience in bulk power supply design and delivery, including HV/MV intake, substations and utility liaison.
  • Demonstrated experience in lift and vertical transportation design, specification, procurement and installation supervision.
  • Proven experience leading multi-disciplinary MEP teams and managing specialist subcontractors and suppliers.

3.3 Essential — Technical Skills and Standards

  • Design software. AutoCAD and Revit MEP (BIM coordination and clash detection) as a minimum; competence in recognized load and system design software — e.g. Carrier HAP, Trane TRACE, ETAP or Amtech, DIALux or Relux, and hydraulic/pipe sizing tools.
  • Codes and standards. Ghana Building Code (GS 1207), IEC and BS 7671 electrical standards, ASHRAE and CIBSE guides, NFPA and BS fire codes, and recognized plumbing and drainage codes.
  • Ability to produce and interrogate full design documentation — calculations, schematics, layouts, single line diagrams, schedules, specifications and BOQs.

3.4 Desirable

  • Prior experience in Ghana or West Africa, with working knowledge of ECG, GWCL, GNFS and EPA approval processes.
  • Experience in a developer-side or in-house engineering role, and with self-delivery / direct labor construction models.
  • Solar PV, energy efficiency and green building certification experience (EDGE, LEED).
  • PMP or equivalent project management certification.
