Governance & Compliance Specialist (12 Months Fixed Term Contract)

PURPOSE OF THE POSITION
To manage, coordinate and evaluate the improvement of governance and compliance management processes. To establish and maintain compliance monitoring within the division. To manage and coordinate the Stakeholder engagements in accordance with legislative requirements. To Keep abreast of current trends, legislative changes and developments in the profession.
Operational Management
- Drive the implementation of supply chain management policies, governance processes and procedures, standards, legal compliance and risk management within the Division.
- Assist in the development of appropriate policies to supplement and enforce the governance framework and develop and implement accordingly at Division level.
- Develop procedures for the Division to support related policies.
- Monitor, review and align processes regularly in the Division to ensure compliance to all Supply Chain Management (SCM) applicable legislation and related regulations.
- Provide guidance to the relevant governance bodies in accordance with legislative framework.
- Develop, implement and execute training and awareness program related to the policies, governance, compliance and risk management.
- Implement risk management plans for relevant legislation and maintain a regulatory/governance universe.
- Monitor and manage Supply Chain risk to ensure compliance to Denel’s Supply Chain policy, governance, and risk management frameworks at the Division.
- Provide SCM governance support and expertise to the Division’s Supply Chain Management Unit.
- Collaborate with other internal stakeholders in ensuring that high value and high-risk tenders complies with all SCM prescripts.
- Accountable for ensuring that all SCM reports at the Division are timeously submitted to Denel- Corporate Office.
- Develop mechanisms to ensure operational efficiency and effectiveness of Bid Committees at the Division.
- Monitor Bid Committees to ensure the bidding process maintain and uphold integrity within the principles of fairness, transparency, cost effectives, equitable and competition.
- Collate and analyse information from various sources in order to assess the adequacy and effectiveness of the internal compliance controls. The information must be documented together with action items and control plans and communicated to relevant internal stakeholders.
- Responsible for analysis and documentation of regulatory compliance requirements as it relates to Supply Chain.
- Prepare month-end compliance and related reports for the Division.
- Lead and guide teams in addressing all the issues of compliance.
Audit and Compliance
- Review all processes regularly to ensure alignment with Government requirements.
- Facilitate all the SCM related audits and arrange regular meetings with both internal and external audit stakeholders at Divisional level.
- Participate in Governance and Compliance audits and ensure documentation required for audits are available as requested.
- Action Corrective Action (CARs) identified in audits timeously.
- Maintain documentation in a required standard of all worked performed, defects that has been addressed and corrective actions that has been taken and provide supporting documentation in all cases.
- Implement and monitor metrics for compliance.
- Ensure compliance to all statutory rules and regulations.
- Keep current on applicable legislation changes and inform business in advance of possible impacts.
Stakeholder Relationship
- Develop and maintain good working relations with key external stakeholders such as National Treasury, Department of Trade, Industry and competitions, Construction Industry Development Board.
- Cooperate with stakeholders to guarantee buy-in on processes and tools.
Human Resources Management
- Participate in the performance management process.
- Participate in staff meeting to discuss operational performance and business issues.

Financial Management
- Utilise resources in a cost-effective manner to reduce and eliminate wastage.
- Manage own productivity effectively (Time keeping) Continuously seek opportunities to save costs.
- Continuous seek opportunities to save cost.
- Relevant qualification in Legal, Supply Chain Management, Commerce, Risk Management, Internal Auditing or Public Administration or related field equivalent to NQF 6.
- Certified Compliance Practitioner (CPrac) or affiliated with the Institute of Risk Management South Africa (IRMSA) or similar will be an advantage.
- 5 years’ experience in Regulatory, Legal, or Compliance Function, specifically within the Public Sector of which 3 years proven experience of the successful implementation of compliance processes.
- Proven track record of working within cross functional teams to drive successful delivery.
- 3 years’ proven experience in the application of Public Finance Management Act (PFMA), Preferential Procurement Policy Framework Act (PPPFA), Broad-Based Black Economic Empowerment (B-BBEE), Construction Industry Development Board (CIDB), National Treasury Regulations.
Training and Knowledge
- Competent Knowledge of Public Sector Procurement & Supply Chain end to end business processes and principles.
- Demonstrated experience in project management and the ability to work with various project management systems and tools.
- Basic knowledge of accounting and quantitative modelling.
- Ability to gather, analyse and evaluate facts and to prepare concise oral and written reports.
- Competent knowledge of Supplier Relationship Management.
- Competent knowledge of Preferential Procurement and Contract Management.
- Advanced knowledge of Microsoft Office packages Excel and Power Point and is able to capture information and produce reports.
- Competent knowledge of Corporate Governance – King V
