The Regional Labour Efficiency Controller is responsible for monitoring labour hours, productivity, and overall labour efficiency to achieve business objectives. This role involves analysing labour trends, managing labour costs, and ensuring compliance with employment legislation and company policies. The Regional Labour Efficiency Controller works collaboratively across departments to develop schedules that optimise efficiency, minimise unnecessary labour, and support productivity and cost-saving initiatives.

Key Responsibilities

  • Labour and Overtime Productivity & Efficiency Monitoring and Analysis
  • Monitor and analyse overtime across all departments to ensure its effective and necessary utilisation.
  • Develop and maintain comprehensive reports on overtime hours, identifying trends and root causes of excessive overtime.
  • Regularly review overtime costs and evaluate their impact on departmental and organisational budgets.
  • Identify operational inefficiencies contributing to excessive overtime and recommend corrective actions.
  • Analyse workforce data, develop capacity-planning models, and implement strategies to reduce labour costs whilst maximising productivity.
  • Overtime Control and Optimisation
  • Collaborate with department leaders, HR, and regional management to align staffing levels with production or service requirements.
  • Work closely with operations and HR to ensure overtime is utilised strategically during peak periods rather than as routine practise.
  • Recommend adjustments to shifts, schedules, and staffing to reduce unnecessary overtime without compromising productivity.
  • Implement practises or systems to minimise overtime, such as enhancing time management, reallocating resources, or recruiting additional staff during peak periods.
  • Reporting and Documentation
  • Maintain accurate records of overtime usage across all employees, departments, and locations.
  • Prepare and disseminate regular reports on overtime hours, costs, and performance, highlighting areas for improvement.
  • Present findings and recommendations to senior management to ensure overtime aligns with financial objectives.
  • Provide transparent data on overtime costs, including hourly overtime rates versus regular pay, and assess long-term financial implications.
  • Compliance and Policy Enforcement
  • Ensure all overtime complies with employment legislation and company policies, including limits on working hours and rest periods.
  • Collaborate with HR and legal teams to keep overtime policies current and aligned with legal and industry standards.
  • Educate and support management and employees on overtime policies and relevant employment law.
  • Conduct regular audits of overtime records to ensure accuracy and compliance with internal and external standards.
  • Continuous Improvement and Strategy
  • Identify opportunities to enhance workforce scheduling, processes, and labour efficiency.
  • Work with operations to streamline workflows, reduce bottlenecks, and improve time management to decrease dependence on overtime.
  • Propose new technologies or tools to automate and optimise scheduling, time-tracking, and workforce management.
  • Participate in workforce planning meetings and contribute to long-term strategies that reduce overtime while maximising output.
  • Stakeholder Collaboration
  • Work closely with operations, finance, HR, and payroll teams to ensure consistent application of overtime policies.
  • Provide ongoing support to department leaders regarding staffing, scheduling, and labour cost management.
  • Collaborate with trade unions (where applicable) and employee representatives to ensure fair and transparent overtime policies.

  • Total Labour Cost as a Percentage of Revenue: Measures labour cost relative to revenue.
  • Overtime Hours as a Percentage of Total Hours Worked: Assesses the proportion of overtime compared to regular hours.
  • Overtime Cost as a Percentage of Total Labour Costs: Evaluates overtime's impact on payroll expenses.
  • Reduction in Unauthorised or Excessive Overtime: Tracks progress in reducing unnecessary overtime and improving staffing practises.
  • Cost Savings from Overtime Reduction: Measures financial savings resulting from effective overtime management.
  • Employee Overtime Compliance Rate: Ensures overtime complies with legal and company policies.
  • Regional Efficiency Improvement: Measures improvements in regional productivity and efficiency.

Skills & Competencies

  • Analytical Skills: Demonstrated ability to analyse overtime trends, costs, and workforce data to identify inefficiencies.
  • Attention to Detail: Ensures overtime records are accurate, thoroughly documented, and compliant.
  • Time Management: Capable of prioritising and managing multiple tasks efficiently, with a focus on operational improvement.
  • Communication Skills: Articulate and effective communication with all stakeholders to ensure alignment on overtime strategies.
  • Problem-Solving: Proactively identifies causes of overtime and develops practical, sustainable solutions to reduce reliance.
  • Technological Proficiency: Proficient in workforce management software (e.g., SAP) and reporting tools (e.g., Excel, Power BI).

Qualifications & Experience

  • Education: Matriculation / Grade 12; a Diploma or Degree in Business Administration, Human Resources, Operations Management, or a related field is advantageous.
  • Experience: A minimum of 3-5 years' experience in workforce management, payroll, or operational efficiency, preferably with a focus on labour and overtime control. Experience in multi-site environments is highly desirable.
  • Industry Experience: Experience within sectors characterised by high labour costs is beneficial.
  • Certification: Professional qualifications in Human Resources or Payroll are preferred.
  • Legal Knowledge: Sound understanding of employment legislation and regulations relating to working hours and overtime.
