Gender Links (GL) is a dynamic Southern African non-governmental organisation (NGO) that promotes gender equality and justice.
The organisation is seeking an experienced, highly motivated, and committed Programme Manager to support the implementation and growth of its Lesotho programmes, including media, communication, governance, and gender equality initiatives.

The Project Seeks To Strengthen Democratic Governance By
- Empowering civil society organisations, independent media, and citizens to actively participate in governance processes.
- Promoting transparency and accountability.
- Supporting evidence-based policy and legislative reforms.
- Fostering civic dialogue, media engagement, citizen monitoring, and advocacy.
- Building greater public trust in governance institutions.
- Contributing to a more inclusive, transparent, and accountable Lesotho.
Reporting To
Country Director
Key Responsibilities
The Programme Manager will provide operational leadership across programmes and projects by:
- Coordinating programme and project implementation.
- Supervising programme teams.
- Strengthening partnerships and stakeholder engagement.
- Supporting resource mobilisation initiatives.
- Ensuring donor compliance.
- Leading media, communication, and advocacy initiatives.
Minimum Requirements
- Bachelor’s Degree in:
- Communication Science
- Media Studies
- Journalism
- Development Studies
- Social Sciences
- Gender Studies
- Public Administration
- Project Management
- International Relations
- Law
- Or a related field
- A Master’s Degree will be an added advantage.
- Valid driver’s licence.
Additional Professional Training Advantage
Training in any of the following areas will be an added advantage:
- Project Management
- Strategic Communications
- Media Development
- Proposal Development
- Resource Mobilisation
- Monitoring and Evaluation (M&E)
Experience
- At least five years’ experience in programme management within the NGO, media, or development sector.
- Demonstrated experience managing donor-funded development projects.
- Experience implementing media, communication, journalism, advocacy, or governance programmes.
- Experience supervising programme teams and coordinating multiple projects.
- Experience in proposal development, resource mobilisation, and donor reporting.
- Experience working with government institutions, development partners, and civil society organisations.
- Experience managing European Union-funded projects will be an added advantage.
Skills and Competencies
- Strong programme and project management skills.
- Excellent proposal and report writing skills.
- Strong leadership, networking, and stakeholder engagement abilities.
- Excellent media engagement and communication skills.
- Strong financial literacy and budget monitoring skills.
- Excellent written and verbal communication skills in both English and Sesotho.
