The Central Bank of Lesotho is inviting applications for the position of Head Financial Risk – Risk Management.

Banking

The incumbent will provide strategic oversight of all market risk exposures arising from the Bank’s reserves management activities within the Financial Markets Department, ensuring effective risk management in line with the Bank’s risk appetite, governance framework, and regulatory requirements.

Areas Of Responsibility

• Administer and supervise the Market Risk Division.
• Maintain ongoing dialogue with the Front Office regarding portfolio positioning, market developments, investment strategies, risk limit implementation, and risk representation of new trades and instruments.
• Monitor and manage credit and market risk exposures through the review of portfolio risk sensitivities and limit monitoring.
• Perform risk analysis to encourage appropriate risk-taking behaviour aligned with the Bank’s risk appetite.
• Assist the Bank in maintaining credibility with international correspondent banks, counterparties, and global regulators by ensuring confidence in the Bank’s compliance, risk practices, processes, and procedures, as well as implementing new global regulatory guidance and requirements.
• Develop investment policies and guidelines, portfolio risk frameworks, and market limits and allocations for the Front Office consistent with the Bank’s risk appetite.
• Provide regular updates on market conditions, emerging trends, and their implications for the Bank.

Minimum Qualifications

• Master’s Degree in Finance, Economics, or a related field;

OR

• Bachelor’s Degree in Finance, Economics, or a related field plus CFA, FRM, or an equivalent professional certification.

Experience

• Minimum of seven (7) years’ relevant working experience in financial markets, foreign payments, payments, or financial systems.
