The Business Development & Proposal Consultant will lead the sourcing of relevant opportunities and the coordination, development, and submission of high-quality, competitive proposals that position our client for success. The consultant will help expand our client’s pipeline and win rate across climate, environment, sustainability, resilience, and ESG-related assignments.
• Identify and track relevant tenders, RFPs, RFQs, EOIs, grant-funded consulting opportunities, and framework arrangements from target institutions and partners.
• Conduct opportunity screening and recommend bid/no-bid decisions based on strategic fit, eligibility, competitiveness, resourcing needs, and probability of win.
• Build and maintain a qualified pipeline of opportunities aligned with Our client climate, environmental, resilience, sustainability, and ESG capabilities.
• Lead or coordinate capture activities ahead of proposal submission, including donor mapping, partner identification, competitor awareness, teaming strategy, and early positioning.
• Manage the full proposal development process from expression of interest through technical and commercial submission.
• Draft, structure, and edit compelling submission materials, including capability statements, technical narratives, methodologies, staffing approaches, CV packages, past performance references, and presentation materials.
• Coordinate inputs from Our client in-house specialists and external expert network to ensure strong technical quality and credible staffing.
• Ensure proposals are fully compliant with solicitation instructions, evaluation criteria, donor rules, and submission requirements.
• Support budget and pricing coordination in collaboration with our client leadership and finance support where relevant.
• Identify and engage consortium partners, subcontractors, and specialist associates where needed to strengthen competitiveness.
• Maintain proposal tools, trackers, templates, boilerplate content, CV databases, and knowledge assets to improve efficiency and quality over time.
• Provide market intelligence and practical recommendations to strengthen Our client positioning with priority clients and funders.
• Proven experience in business development, capture, and proposal writing within international development, donor-funded consulting, or related advisory environments.
• Demonstrated track record of sourcing opportunities and submitting successful proposals to agencies such as UNDP, FAO, USAID, and/or other multilateral and bilateral funders.
• Strong understanding of donor procurement processes, compliance requirements, and evaluation frameworks.
• Excellent proposal writing, editing, and bid coordination skills, with the ability to translate technical expertise into clear, persuasive submissions.
• Experience working in one or more of the following areas: climate change, environment, resilience, sustainability, natural resource management, ESG, adaptation, mitigation, or related fields.
• Strong project management and coordination skills, with the ability to manage multiple deadlines and inputs from different contributors.
• Excellent written and verbal English communication skills.
• Ability to work independently, proactively, and strategically in a consultancy capacity.
• Established network or working knowledge of relevant donor ecosystems and procurement platforms.
• Experience supporting consortium formation and partnership strategies.
• Additional language skills are an advantage
