About Scott College Of Nursing
Scott College of Nursing is a non-profit institution run by the Lesotho Evangelical Church in Southern Africa. Founded in June 1961, the College has evolved from training Enrolled Nurses to offering a Diploma in General Nursing and a Diploma in Midwifery.
The College is regulated by the Lesotho Nursing Council (LNC) and accredited by the Council on Higher Education (CHE) Lesotho. Its mission is to train competent health professionals, engage in continuing education, and contribute to community health through research and practice.

Background and Rationale for the BNSc Programme
Given Lesotho’s critical health workforce shortages, high maternal mortality, and the evolving complexity of health needs (e.g., HIV and non-communicable diseases), establishing a Bachelor of Science in Nursing and Midwifery is both justified and strategic.
A Degree-level Programme Would
- Increase the number of well-qualified nurses and midwives.
- Improve the quality of care through competency-based training.
- Strengthen professional recognition and retention.
- Align with national health policy goals and regulatory frameworks.
The investment can significantly contribute to building a more resilient health system in Lesotho.
Objectives of the Consultancy
The Consultant(s) Will Be Expected To
- Conduct a desk review, situational analysis, and benchmarking for comparability of the BNSc programme.
- Develop a competency framework for BNSc graduates.
- Design a full programme structure (years, semesters, credit system).
- Develop modules for the programme.
- Create workbooks for all modules.
- Propose a teaching and learning strategy, including practicum and Work Integrated Learning (WIL).
- Estimate resource needs (faculty, infrastructure, field placements).
- Draft a Quality Assurance (QA) and Monitoring & Evaluation (M&E) plan.
- Produce an implementation plan covering timelines, budget, and risks.
- Provide guidance on accreditation and regulatory compliance.
Scope of Work
The Consultancy Will Be Structured In The Following Phases
Phase 1: Inception
- Kick-off meeting.
- Inception report covering methodology, work plan, and risk assessment.
Phase 2: Needs Assessment
- Desk review.
- Benchmarking.
- Stakeholder engagement.
Phase 3: Competency Framework
- Define required knowledge, skills, and attitudes.
Phase 4: Programme Design
- Structure courses, semesters, and credit hours.
Phase 5: Syllabus and Workbook Development
- Weekly topics.
- Readings.
- Assessments.
Phase 6: Teaching and Learning Strategy
- Pedagogical methods.
- Internship design.
- Supervision approaches.
Phase 7: Resource Planning
- Faculty requirements.
- Infrastructure.
- Library resources.
- E-learning systems.
- Field sites.
Phase 8: Quality Assurance and Monitoring & Evaluation
- Development of KPIs.
- Review mechanisms.
- Student progression metrics.
Phase 9: Implementation Plan
- Pilot rollout.
- Scaling strategy.
- Budgeting.
- Risk mitigation.
Phase 10: Accreditation and Compliance
- Alignment with CHE Lesotho and other regulatory bodies.
Phase 11: Final Report and Validation Workshop
- Presentation to stakeholders.

Consultant Profile And Required Qualifications
- Master’s Degree in Nursing, Midwifery, or Nursing Education.
- PhD in Nursing will be an added advantage.
- Registration and clinical background required.
- Additional certification or training in curriculum development, competency-based education, or higher education pedagogy will be an added advantage.
- Minimum of 7–10 years of professional experience in nursing and/or midwifery, including clinical practice.
- At least 5 years’ experience in higher education, specifically in teaching, curriculum design, and programme development for health sciences.
- Demonstrated experience developing or revising competency-based curricula aligned with international standards (e.g., WHO, ICM, ICN).
- Experience working with nursing and midwifery regulatory bodies, accreditation authorities, or national qualification frameworks, preferably in Southern Africa.
Budget and Payment Terms
- Payment will be linked to agreed deliverables (e.g., inception report, intermediate deliverables, final report, and workshop).
- The College will cover reasonable travel, accommodation, and fieldwork costs.
